What licenses and permits do I have to apply for to get my business rolling?

Last year around April I had the inkling to try and start my own web based ecommerce business. Long story short is it never happened. I didn’t even get started at all. But I had applied for all the necessary licensing like sales permit, fed tax id etc. Well I periodically got letters from the comptroller between then and now but I tossed them to the side just thinking it was like spam mail to get me trying to move on my business. Well I opened one of them up today and see its them telling me I owe something like $1,000 in fees etc? Ok I had no idea first of all, but I don’t have that type of money, and I sure don’t feel I hould have to pay since I never even got to start my business. It was all from home and on the internet even if I had.
Any ideas or help would be most graciously appreciated…

I was wondering how to start my own tutoring business. Do I need any official permits or stuff like that? I’m in 7th grade, I have an A in every subject and I graduated elementary school with honers. I’m hoping to be tutoring 3rd-5th grade students to start out with. How much should I charge per hour? Should I give their parents their money back if they’re not satisfied? It would be nice if someone could give me a detailed step-by-step guide on how to start out. Thank you!
