Open Question: Is every psp game that is coming out going to be playable on ps3 from playstation store on the release date?

With the new firmware 3.15, psp games are playable on ps3 from downloading them from PS store. Is every game going to be downloadable on the release date? is Kingdom Hearts Birth By sleep gonna be playable or downloadable?
