Open Question: Anyone know anything about creating &building an Educational School in Dubai,Turkey or any country of interest?

I want to start a school in Turkey but could not find anything online to pin point me to any information regarding business in Turkey and its laws for this project. I was also thinking Dubai and any other country that is slowly prospering could be an interest for me as well. Egypt is full of schools and same goes with America and Europe. So my target is building a good school in a good futuristic country.
