Open Question: Please help! *possible* shell rot on my red eared slider?!!?

I just got a baby red eared slider about two or three weeks ago. He finally just started eating, he’s in a 10×20 inch tank with about 4 inches of water and no more than that. He has a basking lamp that I bought at petsmart as well as a 75W night glo blue light for when he’s sleeping. He also has a basking dock that he climbs in, rocks at the bottom of his tank a filter, a plastic plant and a calcium turtle that disolves in the water and a feeder fish that I just put in there today…Well he seems pretty happy but other than that he has this really tiny dot of crust on his shell. I have a feeling it’s mild shell rot, also the sides of his shell is slightly curling up. I really want to take good care of him and I’m freaking about because I don’t know what to do! I just bought this vita shell cream today and I don’t know whether or not I should use it on him because I read that it could stop his shell from growing and that it could trap bacteria in his shell. I really don’t know what to do. I was going to take him out of the water and put him in a little shoe box with his lamp slightly over it so he could dry out a little bit. Is that okay to do?

Other than that he seems like a healthy little turtle he’s just very scared of the tiny fish I put in his tank today also I tried feeding him a live earthworm today and he just looked at it and swam away and hid lol. He only eats cooked turkey what should I do about that?

Also he constantly sleeps in the water is that healthy for him? I bought him in China town so I don’t think he was ever properly taken care of before. :( He’s only a baby and he has gotten bigger since I’ve had him, he’s about two inches and two centimeters. I know their really hard to take care of but that’s why I have him :)

By the way sorry that this is so long with so many questions I just need help!!
